Natural or legal person who bears the final costs of transport, i.e. after all equalisation payments and transfers. Examples of equalisation payments are transport related taxes and charges paid by transport users to the public sector, payments by passengers to the transport companies for tickets and season tickets or payments from the public sector to transport companies.
