Staff and financial statistics are broken down into two main sources of financing:
University budget: Funds of universities from basic contributions and contributions in kind from the Confederation, cantons and municipalities plus own income. Other funds available to the university canton may also be included from other budgets (e.g. health).
Third-party funds: Public sector funds allocated as mandates or in relation to projects, private sector contributions and mandates and contributions from non-profit public sector and private organisations. Third-party funds include projects of the Swiss National Science Foundation (SNSF), the Commission for Technology and Innovation (CTI) and EU research programmes.
These groups are shown in more detail in the financial statistics. The details are listed in the base tables on financial statistics on the "Definition and methods” sheet: Detailed data Amended definitions: To comply with the requirements of the Federal Law on Financial Aid to Universities (Universitätsförderungsgesetz (UFG)) on the calculation of basic subsidies (Art. 6, 7, 8, 9), the composition of financial sources has changed since 1999. The “Revenu de la fortune de l’Université” is in the university finances under “Other proprietary university funds” and no longer under “Other third-party funds” as in 1999. The contributions for further education and for youth and mobility development termed “Special measures” and the other federal contributions (special education, speech therapy...) also come under university finances. The priority programmes (including those of the ETH Board) were redistributed from other third-party funds to the Swiss National Science Foundation (SNSF). These redistributions lead to a slight distortion in the development of expenditure per financial source between 1999 and 2000.
