According to the annual population statistics (ESPOP) the permanent resident population was defined as follows: "The permanent resident population comprises all Swiss nationals whose main place of residence is in Switzerland and all foreign citizens holding a settlement permit or a residence permit for at least 12 months, as well as diplomats, international civil servants and their family members". This definition is only valid until 2009 (this year included).
