The Federal Council has examined in detail the pertinence of developing statistics on disabled people with challenging behaviour. Having examined the legal framework and the associated costs, it concluded that the prerequisites for establishing these new statistics are not fulfilled. There is a mismatch between the stated objective and the necessary resources. Furthermore, responsibility in this matter lies with the cantons. These are the conclusions of the report in response to a postulate adopted by the Federal Council at its meeting on 28 October 2026.
