The potential additional labour force, also known as “hidden reserves”, belong to the economically inactive persons and are divided into two groups:
“Persons actively looking for work but not immediately available” are those who have actively looked for work in the previous four weeks but are not available to work in the following two weeks.
“Persons available for work but not actively looking” are those who:
- wish to be employed; and
- are available to work in the next two weeks; and
- are not actively looking for work.
